You know, now that I just said the above statement and I thought about it for awhile... Hunters, beyond getting their extremely supernatural gifts and their mark also act as though they are in fact sired, in a way, for the witch that created the original spell in whatever fashion she directed. Sired to the effect that the command she gave them, ingraved in the mark, is to kill vampires. Which is why Shane's little non-vampire killing mind trick that they've now created for Jeremy works. Jeremy is essentially sired with the command to hate vampires and kill them at all costs, but they have countered that. Just as many have also beat sire issues with other mind techniques (this makes sense considering how much sireing has to do with this season as a whole). This also most likely means hunters (thinking themselves to be "the good guys" are not) were created via expression...
We learned before the hiatus that he wants 12 hybrids unsired so Klaus would kill them. I think the reason he's been setting up 12 deaths is because he's getting the power of expression for Bonnie to access. We know he's not a warlock or male witch, but he obviously has extensive knowledge in many things. And he's been teaching Bonnie Expression, but she has no idea where the energy she's been channeling is from. Maybe sacrifice of hybrids create greater, more powerful energy than human sacrifice, that's why he worked with Hayley to get Klaus to kill those hybrids.
Unsiring all the hybrids and letting Klaus kill them is part of a plan to do some ritual which has something to do with Bonnie the witch, Jeremy the vampire hunter, waking up Silas and the cure.
Now I am thinking that Shane's goal is not specifically for the cure. I am also thinking (just like Damon is suspicious of him) that Shane will be leading them into a trap (next episode - 4-13 "Into the Wild") and that the cure either is non-existent or it has dangerous side effects if taken. I am wondering which vampire will take it (if it is a cure) and suffer the side effects. I believe that Shane knows this but his agenda is to awaken Silas and he wants Silas' power to bring back his wife and child. I also think ( based upon the promo videos) that the native people on the island are fully aware of the dangers of awakening Silas and are trying to prevent them from doing so. It will be an interesting episode and I am anxious to see it.
All of this is for waking up Silas. The first one Pastor Young and 11 council members blew up because Shane convinced Pastor that if he sacrificed Silas will bring back the dead and Pastor wanted his wife back and the second is 12 hybrids with the help of Hayley in exchange for seeing her biological parents again and the third is leading Damon Stefan Elena Bonnie Jeremy and Rebekah into some trap and Shane admitted that if Damon kills him Bonnie will die too.And this was all the plans for bringing his wife,Caltin and his son back.

It's obvious why Shane is doing everything now.
