Elijah has ALWAYS been a hypocrite. He proclaims to be noble and hold honour and especially holding human life in high regard but it's always bypassed when it comes to his promise about family. The best part about this one is when he got all emotional and annoyed that Katherine lied about killing Jeremy because it was a symbol for him, Katherine basically became what Klaus was to her but for Elena which is admirable but still? The quote after Klaus had broken the curse "I've been cleaning up your little messes along the way" and Klaus answered "Just like old times, brother." implying that Elijah has likely cleaned up hundreds, if not thousands of innocent humans only because his psychopathic brother enjoyed going on a killing spree in a while.
Anyway, regarding Kol I must say it didn't seem like his character to not react anything towards his death. I mean, once Kol started burning Klaus stood outside the house and you could see that it was first in a while Klaus actually had an emotional reaction.
Yes! Klaus did reacted to Kol's death, he showed emotion and it showed that he really loved his baby brother and swore revenge.
While Rebekah she did cried but then became best friends with their murderes
Elijah didn't care at all, especially when Klaus mentioned that if they if the veil is up they can revive Kol and Finn, Elijah just shrugged it off like if Kol was a stranger.
And Elijah cares more about if women than is own family. Like Klaus said:
He can't resist a pretty face.
