Him asking Caroline to get the cure doesn't mean Klaus nor Caroline arranged this with Damon. All that means is he asked Caroline to get the cure for Rebecka. Damon upon his death could easily decide to give it to someone else.

You don’t really steal someone’s blood without asking them even upon their death. I’m reality Caroline would’ve asked Damon on behalf on Klaus as she is someone gay would do that.

Klaus asked Caroline but nothing was confirmed. It was never shown or said Damon agreed to it.
