The answers to this question is complicated. I would say no because this spell is given to knowledge to Vincent. Secondly, a siphoner witch-vampire hybrid rely on vampire magic (magic energy from their own vampire body) and cannot have access other types magic without siphoning which requires siphons in order to work and Vincent mentioned that Marcel hasn't begun to tap the power that The Ancestors putted inside into Marcel.

@King327 While I do agree with you that they do need to siphon other sources the vampire magic seeping through their veins is extremely powerful and it gets stronger the more they feed. These people have killed 10's of thousands of people for fun and as Valerie tulle stated, Julian realized how extremely powerful Valerie had become and hunted every last remaining siphoner and had them turned into witch-vampire hybrids. I don't believe the magic that seeps through vampire veins is much different than any other type tho probably just augmented due to black magic. Witch-vampire hybrids would've been extremely op if they had preferred to go for subduing and more siphoning. The witch-vampire hybrids imo are above Vincent. Even Lexi was able to easily get into a vampires head and make Stefan think he was desiccating. I think the odds are slightly in their favor.

I don’t think a witch-vampire hybrid can compel the same way an original vampire can, because they aren’t originals, but the could use some of their psyche abilities to easily manipulate non original vampires:

I think they could compel if they absorbed a lot of Psychic energy and could use it in their spells, or the compulsion of the originals, if they could directly absorb a very large amount of Psychic energy they could compel through spells alone, I believed they could compel witches and vampires when I watched the first ep of the 7th season, I saw that it is unlikely because this is an ability only of the originals and that witches can only be compelled by immortals like Silas (he did this with Qetsyah), and the only witch who demonstrated The power to mess with the mind was Hollow entering Klaus' mind with illusions, a witch-vampire hybrid could only do this to compel vampires or witches if they absorbed directly from the mind of an original or an immortal like Silas, and in the third hypothesis if they used a spell to create a new vampire with Psychic energy, or if they used remains of Arcadius, or ashes of the Sirens, or Silas to grant psychic abilities to the new vampire.
