Atleast not without big consequences.
Bringing a character back from the dead is a big deal, and doing it can totally ruin death for a series (Death of Superman). If your characters can just come back from the dead, no big deal, then there isn't really any risk for them, their actions have little to no consequence.
The good thing about TVD is that even with all these major characters dying over the seasons no-one has even truly returned from the dead. Yes we've had ghosts running around, a thousand year old witch feeding off others energy, and admittedly Bonnie did bring Jeremy back when he had just died. However no-one has ever truly crossed over into the afterlife and then just come back with no consequences.
Jeremy had all his blood drained, his neck snapped, he decomposed for a day, and then he was cremated. That has a sense of finality to it, he isn't being brought back with the kiss of life, or a defribulator, it would take something big to bring him back, and then it would be open season for every other character.
Don't get me wrong, I wish Jeremy could come back, he was an interesting character, and I don't see Elena being human again, being Elena again, without him, not any time soon atleast.
But from a storytelling point of view Jeremy can't be resurrected, and if he was whoever, or whatever, brought him back would be plot-breakingly powerful.
