As far as the sources go that's posted in the comments, that's JP's personal opinion. It's not fact, and it's not canon. What is shown in the show is that when they died, they reunited in peace, then separated in their own personal versions of peace. If anything it should probably state something to include that they are separated because Damon vanished and went to be with Stefan.

It's not speculation or personal opinion it's a canonical fact. Both Elena and Damon (in the flash-forward) are dead. Like every other relationship, when one or both individuals are dead, the relationship is stated as "Ended".
